Reported communal incidents are 40% above their 2004 baseline

MHA-reported and independently verified communal incidents rose from 640 (2004) to ~923 (2025). The trend isn't monotonic — there's a peak in 2013, a dip in 2016, and steady acceleration since 2017. The series carries a wide confidence band given documented underreporting.

Even with conservative counting, the floor of communal violence has risen substantially.
