Statistical suppression spiked to a peak and has eased since

SSI is a 0-10 weighted sum of graded suppression severities across six documented streams, including suppressed surveys, delayed releases, methodology disputes, and statistical-body resignations. It was 0 across the UPA years. It peaked at 9.0 in 2021-22, when the COVID-mortality undercount (official ~0.5M deaths against 3-5M excess) stacked on the census delay, the withheld consumption survey, the shelved GDP back-series and the 2019 merger of the NSSO and the CSO into a single National Statistical Office. It was 4.65 in 2026. The largest single change that year is the census, which now has a schedule. Houselisting runs from April to September 2026 and population enumeration is notified for February 2027 (Ministry of Home Affairs). Under the rubric that is a delay, scored 0.3.

What follows. The acute events have eased and the census is back on a schedule. The shelved GDP back-series and the 2019 merger of the NSSO and the CSO into the NSO still count at full weight.
